Are the cats given their vaccinations?

Yes. A cat that has been TNVR'd receives a Rabies vaccination which protects them in the event that they are bitten by a rabid animal such as a raccoon, fox, or a bat and the cat also is given an FVRCP vaccination which protects them against the three most common feline viruses and helps gives it the best shot of having good overall health.
